Apply 12v and ground to the solenoid. It should click. A 9 volt battery will also work.
The fuel cut off solenoid does just what it sounds like. When the key is turned off, the fuel is cut off. This eliminates dieseling.
When the cut off solenoid quits working, then the starter may also quit.
